"[EXCERPT] In 1991, Nagorno Karabagh initiated the process of its independence in compliance with the domestic legislation of the USSR. After the collapse of the Soviet Union, two states were formed: the Republic of Azerbaijan -- on the territory of the Azerbaijan SSR -- and the Republic of Nagorno Karabagh -- on the territory of the Nagorno Karabagh Autonomous Oblast /Region/. The establishment of both States has a similar legal basis; therefore, the establishment of Nagorno Karabagh Republic, on the basis of its peoples’ right to self-determination, should not be considered within the scope of territorial integrity of the Republic of Azerbaijan."
